Systems Architect. Culture Repairer. Organizational Transformer.
Jenny Chen doesn't just advise organizations on what needs to change. She builds the infrastructure to make change stick.
Her Story
She Was the High Performer. She Saw Exactly What It Cost.
Jenny Chen didn't come to organizational transformation through academia or HR theory. She came through the trenches.
For over a decade, she was the person organizations wanted on their team — a top-ranking investment professional at BMO Financial Group, consistently among the highest performers nationally, driving $20–30M in annual net-new assets. Highly motivated. Deeply engaged. The kind of person who showed up completely and expected the same environment in return.
And from that seat — as someone who gave everything — she had a front-row view of exactly where things broke down.
She watched brilliant, motivated people disengage. She saw high-performing teams fracture not because of a lack of talent or effort, but because of structural failures nobody wanted to name out loud. Policies that contradicted stated values. Accountability gaps that protected the wrong people. Cultures that consumed their best contributors and called it normal.
She started doing the math. The cost of lost talent. The drag of disengagement. The deals that didn't close, the leaders who burnt out, the institutional knowledge that walked out the door — all because the foundational systems underneath the performance weren't built to hold it.
The numbers were staggering. And almost entirely preventable.
That's when everything shifted. Jenny didn't leave high performance behind — she redirected it. She moved into enterprise DEI strategy, then into Director-level systems design at BMO North American Private Wealth, working across a 6,000-person organization to build the governance models, accountability frameworks, and culture infrastructure that actually make high performance sustainable.
In 2024, she founded Catalais Consulting Ltd. with a clear conviction: organizations don't have a talent problem. They have a systems problem. And the cost of leaving it unsolved — in dollars, in people, in continuity — is one most organizations can no longer afford.
Most Consultants Diagnose. Jenny Builds.

🏗️ Organizational Infrastructure Design
She rebuilds the load-bearing walls: HR systems, accountability frameworks, governance models, and culture architecture designed for long-term stability.
⚡ Change Readiness & Implementation
Strategy without infrastructure is just a document. Jenny ensures organizations have what they need to actually adopt and sustain change — not just plan for it.
